Yes, caller id spoofing is legal. The reason that it is legal is becasue for years we didn’t have caller id. We just said, “Hello?” and started our conversation. We didn’t depend on caller id. Caller id is not a necessity (except in cases of law enforcement and emergency personnel) for a phone to function properly.
Also, how is it to easily to block your caller id while making a call by pressing *67? Pressing *67 before placing a call was never a legality.
The question should be if caller id should be legal? If we didn’t have caller id in the first place there would not be a need for caller id spoofing. Caller id is somewhat of an invasion of privacy. Your phone rings and the first thing you do is look to see who is calling.
Of course if you owe a debt collector, and you look at the caller id to see who is calling you, of course you are not going to answer the phone based on what is showing on your caller id display.
If you didn’t show up for court and owe a bondsman some money and he calls, of course you aren’t going to pick up his call.

You have the right to change your caller id to another number. Feel free to disguise it, change your voice and record the call. Now you won’t be breaking the law when you want to make an anonymous call.
